The problem
Legal AI already exists. It just isn't trustworthy — or built for Uganda.
The tools trained on American and English law confidently cite authority that does not say what they claim. In a jurisdiction whose statutes and judgments are barely digitised, they have nothing to cite at all.

Ordus
Every citation is resolved against the corpus before you see it. If it cannot be verified, the answer is withheld — you get “I don't know”, never a guess.
In beta — no independently measured rate yet, so none is claimed here.
How it works
Five checks stand between the model and your answer
A general chatbot writes a citation because it looks right. Ordus runs every citation through the same verification pass before you ever see it — and if a citation cannot survive that pass, the claim it supports does not reach you.
This pass cannot be skipped under load, disabled by a flag, or bypassed by a caller. If it cannot run, the system refuses.

Quote integrity
BlockThe quoted words must appear verbatim in the source block the citation names. An exact string match, run first because it costs microseconds and catches citations invented wholesale.

Resolution
BlockThe identifier is parsed, normalised to an FRBR URI, and looked up in the corpus. A miss is a hard block — no “probably meant”, no nearest-neighbour repair.

Pinpoint validity
BlockDoes s.31(1) actually exist in that Act? The pinpoint is the most fabricable part of a citation — real Act, invented subsection passes every superficial test and is still wrong.

Temporal validity
Flag or repairWas the provision in force on the date the answer is about? Repealed, not yet commenced, or amended since — each gets its own treatment rather than being silently ignored.

Support
Strip or blockDoes the cited text actually entail the claim made? If it is merely neutral the claim is stripped; if it contradicts, the whole answer is blocked.
Passes all five — you see it
Only then does a citation reach the answer, carrying its in-force status and a link to the provision itself so you can check our work.

The corpus
Most of Uganda's law isn't online yet
The most advanced consolidation effort in existence covers 98 Acts. The statute book is roughly ten times that. No amount of clever retrieval fixes a corpus that isn't there — which is why most of the work, and most of the money, goes into acquisition, digitisation and verification rather than into engineering.
98 consolidated Acts against an estimated ~1,000 Acts and Statutory Instruments. The denominator is an estimate, so the figure is deliberately given as a rough share rather than a precise percentage.
Our commitment: coverage is published by area of law, and the system states its own coverage limits inside answers. “We have 40% of employment law consolidated” is more useful, and more honest, than silent incompleteness.
